1. Create a new document which is 200-200 pixels large, set background color black. 2. Create a new layer. Using the Elliptical Marquee Tool and try to make an circle like the next one: 
3. Select the Gradient Tool, using the following parameters, drag from center to outer. 
4. Now, create another new layer. Using the Gradient Tool drag from top to bottom, but the parameters are different.
